Yet for researchers who want to address health questions in minority populations, challenges remain. For instance, while the 1993 NIH Revitalization Act mandated minority inclusion, few mechanisms exist to enforce inclusion policies, says Eliseo Pérez-Stable, director of the National Institute on Minority Health and Health Disparities. This institute was established in 2010 under the Affordable Care Act to investigate scientific questions surrounding health disparities.34
