High service utilization across the three domains of criminal justice, social welfare, and health was measured by identifying study members in the top quartile for criminal convictions, social-welfare benefit-months, and any one of the following health outcomes: hospital bed-nights, emergency department visits, prescription fills, or injury claims. 187 study members (20.1%) were observed with high multiple-domain usage.
