Pan argued that the covariance calculated within the sandwich estimator is not an optimal estimator of Cov(Yi) because it is based on data from the ith subject and is neither efficient nor consistent [5]. Pan proposed an improvement to the sandwich estimator by using a pooled, or averaged, covariance based upon all subjects.
