In determining who should perform the function of analyzing a particular finding in light of the general criteria and recommended roster of returnable IFs and IRRs, we again turn to the committees that biobanks and biobank networks are developing – ICOBs, Return of Results Committees, and Incidental Findings Committees. Concentrating this function in a committee that can learn from experience and build expertise over time makes sense. Including in that committee not only expertise on the scientific data in question (genetic and non-genetic), but also clinical expertise such as genetic counselors, ethics expertise, and representation from the biobank contributor population allows robust analysis of the values questions involved.
